I'm guessing the short hair head is so you can recreate the Avengers Widow? Unless there's some sort of story related reason.

Nope, Avengers Widow head it is.

I think this figure is looking great. At first when I saw her face I wasn't quite sure if it matched the actress, but I actually think it does quite well. And all the added texture (if you go back and look at her from SDCC, she's all smooth) looks nicely detailed. Too bad she doesn't come with any weapons (the one she's holding actually belongs to the Mandroid), but that's not too big a deal, as I'm sure most Legends collectors have oodles of weapons. And she still has her bracelets. And the extra head and pair of hands are a good trade. I'm not usually too interested in movie figures, but the 3 from the second half of the Mandroid wave are looking very good (well, except for Bucky's vest, who knows what happened to the brown wash that we were supposed to get).
