Walmart's Anniversary Sale is on from September 18th to September 24th and includes a number toys. Of Note is the WWE Ring TLC Playset with John Cena Figurine and the Nickelodeon Teenage Mutant Ninja Turtles Shell Raiser for $25 each.

The one I saw at my local WalMart was the remote control Shellraiser...still not a bad price for it.

Hanover ON Walmart also has the remote control version for $25. I looked at a few stores for the "non-remote" version, but the only one I found (in Peterborough) was already opened, and I didn't want to look through the box to make sure all the pieces were there, so I left it. And by the looks of things, it wasn't on sale anyway.

I've seen the Ninja Remote Control version of the Shellraiser still on sale for $25 at two Walmart locations in ON. If anyone is still looking for it at that price point, you can probably still find it.
