White shirt is still listed as April 2023. But the orange shirt has changed to Nov 14th.

He's supposed to be a Pulsecon exclusive, so it probably won't be available en masse until Pulsecon itself on September 30th

Not yet. Release date has apparently changed to July 1st. He'll probably be officially revealed on Hasbro's stream for G.I.Joe June and then immediately released.

From what I understand, they shouldn't be officially releasing in Target or TRU until June.

They're not even available in the states yet, either. Target has them listed with no release date, just "Coming Soon". I've heard most likely June/July for them.

The BAT is not going up yet. In the livestream, they said preorder info will become available at a later date. Due to the worldwide shipping problems.

Preorders haven't gone up yet. It broke street date. Was supposed to be October 22 release, not September. He'll go live on the 22nd for PulseCon.
