They have done that with Origins too. I am not sure if they still do it or not, but it happened with Wave 1 and 2. For example, one area seemed to only get all Trap Jaw and Man-E-Faces, even when restocks came in. But four hours away, there would be reports of Scareglow and Orko on the shelves.
