I can't see Playmates letting go of the turtles license when they usually do pretty good with it. The only exception I know of is Rise of the Teenage Mutant Ninja Turtles. But I don't know who is to blame for starting a new show and toyline back to back with the well received 2012 show.
With Demon Slayer, it's McFarlane toys. They have mentioned it during NYCC.

Playmates is the Master License holder. That means they can, and do, license out TMNT to other toy companies (NECA, Super7), while also making their own lines. So McFarlane getting in on the game isn't much of a stretch.
