Nope. You'll save 15% of what the TMNT figures cost, then get hit by the 13% of tax since the discount and tax aren't additive, so you'd actually save a bit more than 2% in the sense you're thinking of. But since tax is always a factor, it doesn't really seem fair to calculate discount that way. It'd be like saying the regular price of items is 113% of its regular price.

For fun, (+ and - of % aren't literal, of course)
$10 + 13% = $11.30 // Item's regular price with tax
$(10 - 15%) + 13% = $8.5 + 13% = $9.6 // Item's sale price with tax
$(11.30 - 9.6) / $11.30 = $1.70 / $11.30 = 15.04% // total discount after sale and tax

So you're in fact saving a tiny bit more than 15% (though this is negligible) after you account for tax.
