UPS international is a bit of a premium but you do get your order quick, USPS International is more reasonable but it takes a month or more to get your order from Matty.
The way I look at it, for MOTU Classics, is you can't get them in stores in Canada period and they are mostly really great figures to collect so the premium is not bad on average, if you do what I do and make package deals with Canadians and Americans for the older releases your per figure price will average well. At least for me it does. The monthly releases are personal choice if you like the figures that come out but I won't buy just 1 figure through Matty, for me it has to be multiple figs to be worth the premium in shipping and the likelyhood of paying customs.
