Question Sticky Plastic Legs(Kaiju)

Need feedback/suggestions.

Picked up an old, very large, Kaiju figure from 98. Legs are sticky and won't wash off with dish soap. Seems to improve, only to get sticky within a few hours again.

I am aware that this is from chemical breakdown of the polymers. I am assuming it was not taken care of from prolonged direct sunlight or is naturally breaking down pretty quick.

Main Concern: I can't tell if this is toxic. Obviously I won't be chewing on it but was just wondering if anyone here has wisdom or thoughts on the matter. It's a fixer upper so I am wondering if I should dump time into it or send the poor guy off to finish decomposing. Health is the priority here.

Probably wouldn't hurt to give more info than the issue, like what toy? Who makes it? Is it a ko with this issue?

I had the same issue for my toys from the 80s. I usually brush some toothpaste all over the figure with an old tooth brush. Then, I rinse it under warm water. It works most of the time. It largely depends on the plastics and the paints.
