Maybe both. I've got a loose one on my shelf right now. This matty rerelease will probably be a case of 5 carded figures. So IF I do manage to get one I'll put the sealed Riddler up for sale.

Sounds like the figures will be separately carded.
So as long as I can get an order in for the set, I will have a carded Riddler and Amazo available (I open all my figs).

Again, any one who ends up with a carded Riddler, and that doesn't want an obscene fortune for it, please contact me ASAP! Riddler is a must have in my Rogue's Gallery and has always been one of my favorite Batman villains.

The Irony here is that I only paid $20 (plus shipping) for mah Riddler, like a year and half ago. And that is what I'll charge if I do get a spare one.
