Hell yeah he is! G1 homage coloration is a nice touch and the Harrier GR7A Jump Jet is a really cool alt mode, plus he's not purple like poor ROTF Thrust!

Picked up a Revenge of the Fallen Bumblebee deluxe class figure today at Wal-Mart.
All Revenge of the Fallen deluxe class figures are on sale for $10. I might go back to pick up more.
