I think you're right that it must be on a store-by-store basis. Mine for sure will not take back any of the collector toys which is why I only buy from TRU as a last resort now, especially when they have so few good sales any more on Hasbro stuff.
I'm trying to remember if they told me it was final sale before or after I paid, I think it was before, right after they scanned the item. I mean, it didn't really come as a shock since I knew almost anything Hasbro is now final sale over there... my store thankfully does still let people return Transformers toys, I'm not sure if every TRU does that.
I also looked at the receipt and there wasn't any "Final sale" in the receipt's printout, so the TRU computer system may still letting GI Joes be returnable depending on the individual store's policies, which is why the lady had the big red stamp that let her stamp "final sale" onto the receipt.
