That YouTube toy hunt video confirms my suspicion that the cases for wave 3 of Batman 66 have only one Catwoman, one Penguin, and two each of the boxing Batman and Riddler figures. No wonder all I could find are the boxing figures. Why on earth would core characters like Catwoman and Penguin be short packed? Ugh.

Its nothing new. Companies claim female characters usually dont sell as well.
And bad guys dont sell as well as main heroes. So the case ratios are always like this.
And it really depends on how companies handle the lines. Back in the day Mattel killed the Batman line but loading the cases with tons of Batman variants and pack 1 villain or 1 Robin. It was poorly managed.
