They seem to be timed exclusives. This wave in the US was Walmart exclusive for a time, but they're now showing up at other stores as well. It should be the same for the Dark Knights wave here with TRU.

TRU flyer shows AzBat at $19.97. I guess some $24.97 figures are on sale again starting Thursday.

Yeah, and it looks like this time the Dark Knights alternate Batman are on sale as well. Last sale they weren't included.
