EB is pretty solid with preorders, but every so often they just never materialize, and they never say why. I think their unfulfilled preorders were due to pandemic issues on the supply side, but no official word. That said, if the Windraider is an exclusive, there shouldn't be a problem. And so far they've been doing well this year.
