Let's also note there's a difference between taxes and duties. Odds are very good your getting hit with taxes, duties are a whole different beast.

There aren't duties on toys and if you're pre-paying taxes when you order there should be no issue. If you don't prepay taxes, DHL will charge you brokerage fees on top of the taxes.

Exactly. UPS is probably the worst offender on brokerage fees basing it on the value of the item (at least they used to).

If you pay taxes up front (like on hasbro pulse, and amazon.com) you should not pay anything at the receiving end.

Which is why I am annoyed. I paid taxes up front when I purchased on Ebay. I think it's the people at Ebay global shipping hub that screwed up in not providing the correct information.

So, I think I know what happened. When my package arrived at the Ebay International shipping hub, something happened there and the box either broke or someone there opened it up and took my stuff.

My order was the BS Snowspeeder with 2 pilots, 2 Hoth Troopers, Hoth Han and Hoth Leia.

When it finally arrived today, it was in an Ebay bubble mailer and only had the 2 Snowspeeder pilots and the small accessories from the Snowspeeder.

That's probably why they declared the $40 value and could not produce an invoice, hence why I got charged customs.

I've contacted the seller to open a case. If he can't, then I will open a case. This is ridiculous.

You shouldn't have a problem with getting your money back. I remember I had sent a message to a seller regarding a blu ray I bought that arrived broken. Ebay opened a case on and refunded my money within a week before the seller had even had a chance to respond to me. I was pretty surprised. Your situation is more complex though but even still. You should be good.
