The similar colour to the Sith Troopers is just coincidence. He is part of the First Order, not originating with the Sith fleet on Exegol.
He's actually dead before Episode 9.

If I hadn't looked it up, I wouldn't have known. I don't really pay much attention to the Sequel Era expanded canon material. I have to be careful looking something up on Wookieepedia - I always end up reading random articles for an hour.
