I think the ML team is probably thinking the same thing.
Personally I think there are two things at play here.
First the tiers are not very inspired. While very nice, people are used to figures as tiers and the ML team learned the wrong lesson from the EOV. They seem to think people don't want figures behind a "Haslab Paywall." They didn't do their self reflection though. During the EOV Haslab they kept harping on the idea that the tiers would never be released anywhere else ever. That of course rubs people the wrong way for many reasons, not the least of which is that they were highly desired figures.
The previous Haslabs (Sentinel and Galactus) had figures as tiers, and most of them were figures that were never made before. However it was never emphatically stated they would never be released anywhere else ever. Hell the Silver Surfer was basically a re-release of the retail version. Almost all Haslabs that have done figures as tiers have done figures that were either retail versions with different packaging, or alternate accessories. So to try and pressure fans with that kind of tactic for the EOV was a bit galling.
While much cheaper than the other ML Haslabs, Giant-Man is coming at a time when people are watching their pennies more and more. So while Giant-Man is a great figure, and a good value, he probably isn't as exciting and that is being reflected in the current slow pace of backing.
